On the morning of May 25, 2025, the Low-Altitude Economy and Unmanned Systems Global Expansion Forum was successfully held at the Shenzhen Convention and Exhibition Center. The event was hosted by the World Drone Congress Organizing Committee, organized by the Shenzhen UAV Industry Association, Shenzhen Intelligent Transportation Industry Association, and Shenzhen Zhong'an Unmanned Systems Research Institute, co-organized by the Shenzhen International Chamber of Commerce and the Shenzhen Association of Returned Overseas Scholars, and supported by the Greater Bay Area Institute of Low-Altitude Economy, Shenzhen Security and Protection Industry Association, and Shenzhen Smart City Industry Association.




Dr. Yang Peng, Secretary-General of the World Drone Congress and President of the Shenzhen Zhong’an Unmanned Systems Research Institute, along with Robbin Bishoen, International Advisor of the World UAV Federation, attended the forum and delivered opening speeches.

Dr. Yang emphasized that Shenzhen, as a global hub for the drone industry, is playing a pioneering role in building a multidimensional ecosystem for the low-altitude economy.

2025 will be a key node in the process of industrial globalization, and enterprises need to break through the bottleneck of airspace management through technological innovation, open up international shipping channels through mutual recognition of standards, and make China's intelligent unmanned systems the air Silk Road connecting the global low altitude economy.


Robbin Bishoen, International Advisor to the World UAV Federation, pointed out that the global low-altitude economy is projected to surpass 1 trillion US dollars by 2027. He emphasized that Chinese enterprises have developed a distinct competitive edge through deep technological expertise and scenario-based innovation. He identified three key enablers for unlocking global markets: building cross-border regulatory sandboxes, establishing mutually recognized multilateral airworthiness standards, and developing localized operational service systems.


During the keynote speech segment, Zhao Depeng, Chairman of Japan's RobotBank Group, emphasized that Japan’s aging population and labor shortages are fueling explosive demand for unmanned systems. He called for China and Japan to leverage their complementary strengths, focusing on mutual recognition of technical standards and joint R&D, jointly developing emerging markets such as infrastructure inspection in Southeast Asia and smart cities in Europe and North America, building a global collaborative network for unmanned systems, and securing a strategic position in the low-altitude economy.


Jani Hirvinen, founder of the International Open Source Alliance, stressed that China's supply chain efficiency and open-source collaboration capabilities offer effective solutions to Europe’s labor shortages. He recommended focusing on "mutual recognition of standards" and "ecological co-construction": cooperating with Dronecode and other organizations to promote collaborative airworthiness certification, developing GDPR-compliant intelligent systems, breaking technical barriers with open source ecology, and building a globally connected network for the low-altitude economy.


Fahad AlQahtani, founder of the Saudi Drone Exhibition and CEO of Digital Image, highlighted at the meeting that China’s supply chain has obvious synergistic advantages with the Middle East’s scenario-driven demands. For example, Saudi Arabia is leveraging high-energy-density battery products from Chinese manufacturers to enhance drone endurance and accelerate the development of localized service networks. Looking ahead, the Middle East market will focus on “cross-border collaboration”, using trade show ecosystems to catalyze the global expansion of the low-altitude economy.


Zhang Nan, Director of Tianjin Yancheng Law Firm and Partner in Risk Control at Beijing Deyuan Capital, emphasized that in the context of intensifying geopolitical tensions and increasingly stringent international regulations, enterprises need to reconstruct the risk management system with the "legal and business integration" thinking, focusing on four key areas of risk prevention: cross-border data transfers, intellectual property protection, labor compliance, and tax audits.

As for emerging opportunities, Zhang pointed out that initiatives such as the Regional Comprehensive Economic Partnership (RCEP) and the Digital Silk Road are giving rise to new blue-ocean markets. He advised Chinese enterprises to focus on sectors like smart city development in Southeast Asia and new energy infrastructure in the Middle East—leveraging China’s industrial supply chain strengths and compliance systems to gain a competitive edge in ESG-driven investments.


Johnathan Slater, Co-Founder of the African Drone Conference, mentioned that the demographic dividend and infrastructure gap coexist in Africa. The application of drones in cross-border logistics, disaster monitoring, remote medical supplies distribution and other fields can leverage an incremental market worth over 100 billion US dollars.


At the roundtable session of the “Low-Altitude Economy and Unmanned Systems Global Expansion Forum,” moderator Yang Yang (Vice President of the Shenzhen UAV Association and Secretary General of the Intelligent Transportation Association), along with Ulf Bogdawa, CEO of SkyDrones Avionics Technology S/A; Zhao Depeng, Chairman of Japan's RobotBank Group; Jordi Salvador, CEO of the Barcelona Drone Center in Spain; Johnathan Slater, Co-Founder of the African Drone Forum; Fahad AlQahtani, CEO of Saudi Arabia’s Digital Image; and other global industry leaders, discussed a new path for the international expansion of the industry and reached a consensus that the globalization of the low-altitude economy must be driven by collaboration among government, industry, and academia, and anchored in a “technology-capital-policy” triad to seize opportunities in emerging trillion-dollar markets.
